U.S. Department of Labor Updates National Emphasis Program
On Amputations at Manufacturing Industries

WASHINGTON, DC — The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) recently issued an upgraded National Emphasis Program (NEP) to concentrate agency reviews on amputation risks in production businesses. This directive updates the 2015 NEP on amputations.

The NEP targets industrial and production offices where workers are hurt by unguarded or improperly shielded machines and equipment. NEPs focus bureau enforcement action and don’t produce any new responsibility to companies.

The upgraded NEP:

  • Revises targeting methodology to add information from amputation reporting demands;
  • Revises programming demands for amputation inspections at the OSHA Information System; and
  • Adds brand new appendices on amputations targeting methodology and North American Industry Classification System codes)

The emphasis application comprises a three-month interval of prevention and education outreach, which will run till March 10, 2020. During this period of time, OSHA will continue to react to disputes, complaints, hospitalizations and deaths. Enforcement actions will begin following the outreach phase and remain in effect until canceled. OSHA-approved State Plans are anticipated to get enforcement procedures which are equally as powerful as the ones in this education.

Employers are already accountable for ensuring machines are appropriately guarded to reduce employee amputations and other deadly accidents. OSHA’s Machine Guarding webpage provides compliance support resources to assist companies identify amputation dangers, and follow required procedures to correctly guard stationary and mobile machines.

Under that the Occupational Safety and Health Act of 1970, companies are accountable for providing safe and healthy workplaces for their workers.  OSHA’s role is to help make sure such requirements for America’s working women and men by establishing and implementing standards, and providing training, instruction and help.
